He basically projects a spectrum of where everyone and everything's gonna be in next x seconds and then make everything skip to that moment and since nothing that occurs during the erased time has any consequences, he can use it to dodge bullets and other shit.
Too bad it not always adds up. I'm still not sure how he snatched Trish from the elevator without Bruno noticing.

There is no consistent rules governing what does/doesn't work during the erased time. Sometimes he can interact with the world, sometimes he can't. Sometimes he can't be hurt, sometimes he can. It's all over the place.

That Giorno uses it's powers of "giving life" to solve almost any situation in the story. I never once fully understood what exactly GE does because it just felt like Araki bullshitting so Giorno could win.
