There's a lot more work involved, and the "total conversions" of female NPCs tend to have at least a few NPCs that go against one's taste. I personally downloaded about 6 overhauls of face geometry and had to edit out the replaced face files in each sequential mod loaded. It's a lot more work that most people won't do.
Then there's the part about customizing their armor and bodies to be unique...
