Even if you do not listen to anything loud your ears degrade as you age, listening to loud sound sources would speed up the process.
Over a certain sound pressure level threshold permanent ear damage occurs instantly. Most of the damage dealt however is generally cumulative especially when listening to headphones.
The standard here for cumulative damage is that exceeding the linear equivalent of 85dBA over a period of 8hours leads to permanent damage.
The finer hair cells that pickup higher frequencies are more susceptible to damage than those of lower frequency however people that listen to really loud volume at lower frequencies can still damage them.
Lizards can regenerate their inner ear hair cells, closest you can get to that as a human is with inner ear implant but your hearing has to be gone for broke since the quality is really horrible compared to the real deal and you'd have to go under the knife.
Future advancements could make such technology on par with a healthy inner ear, even then id feel uncomfortable about people willingly mutilating their body and putting themselves at risk for their hobbies.
