HL2 costs 40 million dollars (adjusting for inflation 53 million) to make, whilst it's not the biggest budget it's enough to make it a risky project (Two Human which was considered to have a bloated as fuck budget was only 60 million dollars).

Point still remains that selling skins, keys and other people's games is a less riskier method of profit generation and also less development time required compared to making a polished game. And given people's attachment to Dota 2 and CSGO and all the skin culture that comes with those games, I don't see it becoming any less of a lucrative, low risk market.

It's not that Valve doesn't have the cash to do it, it's that Valve doesn't want to.

Making a polished game takes thousands of man hours to complete along with the money meanwhile getting the community to make skins and maps and publishing other people's games takes little money and man hours to do considering that the workshop isn't even curated by Valve and instead by the community. Valve is correctly managing their resources and minimizing unneeded risks in their quest to make fuckloads of money.

Also DNF was in development hell for those 12 years. My guess is Valve recently realized that simply going "ooohhh maybe we're working on it, maybe not, who knooooows?" is the wrong way to do it. They have to find a way to basically kill the hype otherwise Half-life becomes unprofitable since they can't touch it.

Anyways to use a another example, even something like Dark Souls 2 which is a good game by itself but since it had all that hype of being the sequel to one of the most beloved games of the last console generation was skewered by a lot of fans (including myself) for failing to reach that hype.
