The 1060 is weaker unless you're comparing to the reference 980. At reference clocks, the 1060 is stronger.
You can't OC the 1060 high enough to beat an OCd 980 though. Actually, even at reference against reference the 1060 sometimes loses, but it doesn't lose 100% of the time like that.

That's what I thought, I was under the belief it was sort of between a 970 and 980 just with extra VRAM.

What I find interesting about Nvidia GPUs is that each generation they make improvements to compression that allow them to shrink memory interfaces while maintaining or even improving performance.
