Did anyone else not really care for the new camera work? I suppose it's mildly impressive that everything is framed and timed to be done with one continuous shot, but MGS1-4 already had fantastic direction that let them do so much more. It just feels unnecessary and I have a feeling it's why there's comparatively little story cutscenes in the game.

This part was legitimately unbelievable to me. I waited for Venom to say something, anything throughout the lengthy monologue. But then Skullface stops talking and they just stare at eachother awkwardly for another 2 minutes as the song ends and they arrive at the location

It would have felt mediocre and forced in any other entry in the series, but it was the only part of V that actually had any kind of weight to it, that wasn't just characters with foregone conclusions just following an obvious path. It's also pretty intense when you remember that you're the one who brought each of these guys here in the first place.

If the entire game had been Camp Omega, the hospital escape, the assault on Skull Face's compound and maybe that oil station in Africa it would have been fine.

I suspect that this was the case. We know that Kojima was beginning to introduce darker elements with child abuse in Ground Zeroes. We also know from Metal Gear 2 that Big Boss had children in both Zanzibar Land and, more importantly, Outer Heaven. Then there was the trailer showing child soldiers being trained (https://www.youtube.com/watch?v=tQ1qZx6KA5Q) which includes footage that doesn't appear in the game.

Yes, I hated it.
Sometimes continuous shots can be cool but I don't remember any such case in TPP. Besides, it's not as impressive when done in a video game since the physical logistics of moving the camera and having actors in place does not apply to a virtual stage.
NOT TO MENTION since the game relies so utterly on the fancy pants mocap recordings, the camera has to turn away whenever mocap data needs to switch from one to another or something too complex for mocap setups occurs. Remember when Sahelanthropus picks up Skullface in its hand in the Honey Bee cutscene? Or when Skullface jumps from Sahelanthropus' hand to his chopper in Hellbound? Of course you don't, because the camera inexplicably zooms to stare at Venom's vacant face while those things happen offscreen.

Me too. But seeing how insanely protective Konami are of their public image, and how everyone else involved seems to think themselves too "mature and prefessional" to blow the lid on the thing, I don't expect to ever know.
Officially MGSV was never in development limbo, but seeing how much of the game was finished in the Sins of The Father trailer, two years(!) prior to release, it seems evident that some kind of work stall occurred during that time.

But anyway, a wise man would probably say that it's no use to dwell on "the truth" or things that might have been. Just let it go and move forwards with your life.
