It sounds like they were planning on a small initial release this year like you said, with only a few characters and maps, then adding in more over time.

From their latest announcement it sounds like they're in a bit of trouble. Crytek will only allow them to use the Timesplitters IP if they develop Rewind on CryEngine, however all their previous work was in Unreal Engine 4 and they're having a lot of difficulty bringing the same content across to CryEngine because of the lack of documentation and such. So at the moment they're debating whether to drop the Timesplitters IP and create a spiritual sequel type deal in UE4, or continue with Timesplitters Rewind in CryEngine with the caveat that it will take longer than previously thought.
