Choice isn't as integral of a part of TES than it is in Fallout. There isn't really a strict morality system in many of the TES games outside of Fame and Infamy, which really only impacts a few quests. Fallout, on the other hand, has karma, reputation with groups, and titles you'd earn based around your choices even since the first game. It makes sense Skyrim would follow suit.
Unless you mean choice as in the ability to kill NPCs, create your own individual character build, or mechanic-based choices.

If you mean that gameplay mechanics specifically in regards to choice, then that's just Bethesda being modern Bethesda. Simplify everything down to a level where an infant can understand/play it to appeal to larger audiences. And when games like Skyrim, that are extremely simplified, sell extremely well, there's little reason to stop doing that. Its been happening for years now. Morrowind and Fallout 3 were massive steps down in player choice, which only continued from there.
Less work to do, appeals to more people, and the games still sell insane numbers. I'd probably simplify the games too.
