The entire TF2 cast is hugely entertaining in their own right. There isn't a single wet blanket or stick in the mud among them. Their universe is primarily a vehicle to deliver gags, and the personalities of the characters reflect that. It doesn't hurt that Valve had the best comedy writers in the entire industry working on the Orange Box games to lay the foundation.

The Overwatch cast, on the other hand, were genetically engineered in a lab and filtered through test groups and board meetings to appeal to as large a group of people as possible. That shit leaves you with sterile boring characters.

I think that's the problem with OW, TF2 made 9 characters that pretty much stand on their own and have chemistry with the others.
OW characters were designed from the ground up to represent certain groups of people from around the world and reflect them in a positive light because they want everyont to be happy and not upset anyone, and by doing that they've succeeded in making a mostly bland roster of characters that have no real personality or character.

The level of content is less than TF2.
The amount of customization, moddability, and options is way less than TF2.
The skill ceiling is lower than TF2.
As this thread demonstrates, TF2 even has a better and more expressive cast.
