The live action system from RE3 locks you out of the best ending for choosing just ONE "wrong" choice, there is absolutely no indication that a choice would do this and they simply have no coherency. For example the "right" choice here was to fight, so if you chose "enter the police station" instead, it would be impossible for you to get the best ending (And the most complete path in the game), even if all the subsequent choices were "right": Likewise if you choose the right one here, but half way through choose the "wrong" one once and every other the right one, you'll still get locked out of the best ending.

as for the until dawn one: to save Matt from that death, you need to have chosen a completely irrelevant dialogue option in the previous chapter, if you didn't choose it, he wont use the LOADED FLARE GUN he has in the inventory, for no reason at all
