The real problem with KH3 (and Versus / XV) is that Noruma (and he's not even close to the only dev who does this) starts off with a vision of a great game, and works it into the available engines.

Then a new engine comes out, and he decides "HEY WOULDN'T IT BE GREAT IF WE COULD USE THE NEW ENGINE? IT'LL GET US CLOSER TO MY ORIGINAL VISION"

after a while of working on stuff with the new engine, they see MORE advancements and decide to start from scratch again because they decided to let the scope of the game increase like kickstarter fucks with their stretch goals, instead of just staying true to their original game vision.

Most dev studios fall victim to this in some way, but Noruma, Kojima, and Inafune are the poster children for this phenomenon. Pretty much the only ones that haven't fallen victim to this in some way is Nintendo EAD and SCE Japan, because their "investors" hold the reigns REALLY fucking tightly.

This game was not announced in 2005. Since it was announced, it has been in production for a normal amount of time and as yet to suffer a delay. XV was not Nomura's fault, it was a victim of the death of the XIII spinoffs project, then the generation changing, then the open world meme. When Nomura refused to rush it out the door after having to start from scratch a third time, they kicked him off it so they could release the broken barely comprehensible mess they did. The only hint of something like that happening is an engine change, and that was early enough it didn't seem to affect anything. There is zero reason to think it won't come out on time.

Noruma changed his mind and wanted to upgrade too many times during development, leading to almost vaporware.

What WOULD have saved the game is if, when Noruma asked "Can I PLEASE upgrade to this shiny new engine, we can do so many more things that I didn't even originally think were possible", the publishers should have said "fuck off".

They told us production started a few months before that first trailer, a five year dev cycle is pretty standard. Nomura was stuck with XV this whole time so it's not like he was sitting in his ass. Kojima isn't THAT bad in this aspect.
Hell, he spent years heading development of an engine specfically so it could be the one major Konami game engine that could efficiently be used for the development of all their major 3D titles so situations like Nomura's couldn't happen.
That, of course, went tits up, but he isn't solely to blame for that.

Of course they'd blame there incompetence on something like that. The PS4 version of watchdogs looked like shit compared to the PS3/X360 versions of GTA V. Ubisoft need to own up to the fact they can't make a good quality game. Even wildlands looks like arse on PC.
