Quiet was a terrible character with a hamfisted reason for being half-naked to hide his boner for Joost.
Konami is right for treating him poorly at this point, since he continually fails to deliver on his promises and always asks for more time.

He also just rips off whatever happens to be popular at the time, slaps some shitty skin on it and leaves it for the fans to figure out how the shitpile fits together.
