Depends. Some have a lot of choices and interactivity. There are some that don't have any choices and are really just novels with music and pictures.

Something like Umineko is clearly not a video game. While something like Steins;Gate you might be able to make the argument for.

It can be easy to point at something and say "that's definitely not a game" or "that's 100% a game", but there are a lot of grey areas.
I doubt it really matters. It's one of those things like "what is art?". We're never gonna get a final definition.

It's highly dependent on the circumstances, just because visual novels have interactive choices that lead into different routes doesn't mean it's a game. Kinetic novels that do not have choices are objectively not games in any fashion. Novels with multiple choices aren't games either, it's an interactive novel.

Novels with ACTUAL gameplay can be considered games in some fashion

Novels with choices = not games (Steins;Gate, LB, Rewrite, etc)

Kinetic novels with no choices/choices don't change anything = not games (Planetarian, Nekopara, Eden)

Novels that have ACTUAL gameplay that is necessary to play to progress the story= can be considered a game (Kamidori Alchemy Meister, Bunny Black, Yumina the Ethereal, etc)

Steins;Gate is honestly really linear. It gives a false illusion that your choices throughout actually matter. Other than True Ending flags which don't really deviate from the main path.
