Because he was made into a bad guy by the ALMSIVI to cover the true past that they took Kagrenac's tools from Voryn Dagoth, killed him, used the tools to steal the power of the Heart of Lorkhan, then killed Nerevar who tried to stop them.

Vivec altered the past by creating a false history through the Dragon Break at Red Mountain. In this alternate past, it was Voryn Dagoth who betrayed Nerevar instead of the ALMSIVI.

The original and true Voryn Dagoth defended Kagrenac's tools with his life and never betrayed Nerevar. The being that became Dagoth Ur is a villain made up by the ALMSIVI from a false and alternate path. Their lie went out of control as Dagoth Ur actually became a very powerful entity who had a stronger connection to the heart, so Vivec (not Azura) orchestrated the arrival of a successful Hortator and Nerevarine to Vvardenfell, so that Vivec could finally ease his guilt.

Azura being the stuck up, idiot bitch that she is thinks that it all happened according to the fate that she laid out, but it was actually that Vivec finally decided to stop interfering with her attempts at creating a Nerevarine.

I'm doing a spears/sword/medium armour run, just got done with a random cave I found and also sold some armour off an assassin I killed. This game has a good bit of RP potential. One of my favorite moments so far is when I needed to try and get the book for the Fighter's Guild from the Thieve's Guild chick, so I joined the Thieve's Guild to make her trust me. You prove yourself quite a ways into the story before you meet him. Curing corpus and guild leader/hortator should've been enough. But it wasn't. There's like an entire section between proving yourself and meeting Vivec where it's dumb shenanigans related to the Temple trying to fuck you/your friends up.

Donald Trump has achieved CHIM.

That's why every improbable event goes in his favor. Events that would undo mortals do not affect him. He knows what will happen and can change everything in a blimp. What's still unclear is if his motives are truly good or just random/chaotic or even evil.
