We've been over this before, XV-kun. Before Versus became XV it was handled by a ridiculously small team, and many were preoccupied by other projects. Nomura had no control over this, he was just following the whims of the upper echelon

Nomura had people he could have put on Versus but he didn't, he decided to work on KH games instead of Versus, even in 2010 when they hired some new people to go on Versus like Ferrari, Wan Hazmer and Sun Prasert, he still went straight to work on a brand new KH game instead of focussing on Versus despite FF13 already being out so there was no more excuse for not having an engine.

Also that doesn't stop him from not having cemented the story, characters and anything even if he didn't have a full team.

Nojima didn't even have a "finished" script draft until 2010 at the earliest. Over half of the characters in the game didn't even get designed until Roberto Ferrari joined the team in 2010.

Nomura has said himself he is in an executive position as far as ranking within the company goes, he isn't some helpless child who can't fight for himself, hell he literally fought against Disney suits and upper SE suits when pitching KH to begin with until they agreed with him, so stop fucking acting like he had no say in the matter.

I just saw the latest KH3 trailer and that heartless in hercules world tanks multiple hits Sora does and only reacts to a few, the same as the Iron Giants do in XV.
