Most his actions have various control bars which you have to time to get right or have to press sequences of buttons. Get it wrong and you cause collateral damage. I don't think that most people here realize how often Superman's strength changes. Comic book characters are constantly being remade. There pretty much is no such thing as canon. In one series a character is white, in another black, in another a girl, in another a girl with a dick, etc. I'm sure that there's a series where Superman can travel at the speed of light and where he can pick up the Earth with his pinkie, but I highly doubt that the "current" Superman can do that. So just come up with a reason for him to be slightly weaker than the standard, and you're set.

1. Make the enemies stronger, have them be Metallo drones, Braniac drones, Phantom Zoners, New Gods, ect.

2. Bosses won't be a problem, Supes has plenty of villains on his level

3. Make it free roam and destructible environments. Missions receive scores based on how much dmg you do to the city, if you do too much dmg the city will turn on you (different effects like citizens running from you ect.)

4. Allow control of how powerful his abilities are. You should have to hold back against human enemies, if you don't again citizens may be afraid of you. Example you can go full strength and punch a humans head off if you want to go evil superman play through. Or use the ability that only has superman finger tap them on the head for good route.

5. Tying with number 4 allow for customization of skills. What I mean is you can unlock everything with exp, but there are some choices you can equip before each mission or in free roam on the fly.

Daily reminder that Goku destroys Superman in all possible scenarios.

General backstory of the game is either a Brainiac or Apokolips invasion. That lets you have waves of drones or parademons to fight.

Superman's rogues are almost all stronger than him. Doomsday, Zod, Jax-Ur, Bizarro, Mongul, Darkseid, etc. All of these characters could beat him 1v1. Even the weaker ones like say Livewire or Toyman, still give him problems.
