Japanese Bison was renamed to Balrog because Bison sounded to much like Tyson so they wanted to avoid a lawsuit.
Calling a Spanish ninja Bison just makes no sense so they renamed him to Vega because it vaguely sounds elegant while in japan his name was supposed to signify that he is like a daemon. Probably why he has serpent motif on his mask.
Japanese Vega was then renamed to Bison because it is the name that he got left whit.
Vega acualy is supposed to sound like your topical anime super villain name.
