Case in point, Namco keeps making a profit off Tales games that don't even break 400,000 units sold. Majora's Mask reused the engine and assets of Ocarina of Time, meaning its development cost was super small. Probably only needed to sell 250,000 copies to make a profit and it sold over 3 million.

The hype will build gradually. Most Mario games don't need heavy marketing and hype. People just have it in the back of their minds 'get the new Mario when it comes out'.

Dragon Quest has the same thing in Japan. They won't even start showing game footage until a few months before the game comes out and usually only the starting area. They also have live action commercials to hide game info. And it works so well, people rush out to buy the game to see what it's really like.

Nomura isn't really to blame for FFXV since he left the project pretty early on. I mean, you can blame him for having a vision that would be expensive to make. But you can fault pretty much every FF game since VII for the same thing. It is the management in SquareEnix who keeps throwing more and more money at each new FF game. Which Wada finally got called out on with FFXIV and was let go.

Hopefully the new management will take a page from Dragon Quest and start making more financially reasonable FF games. After so many games focused on graphics and little else, they really could benefit from a game that focuses on good gameplay and story.
