Ho-oh's got nothing going on for it. It's a phoenix-like bird but to me more resembles a chicken with a retarded tail. A psychic/flying to me is much more interesting than a fire/flying.
Also the fact that Ho-oh did fuck all in any other media might have something to do with it. Like in the anime you see Ho-oh flying off in the distance and that's all it fucking does ever. Meanwhile, Lugia got a whole movie to it and actually does something.
