A lot of them were modeled specifically by Jap modders for GTA SA or they only spat out a mod a week because they spent a lot more time rigging them, etc.

I kind of doubt that. A lot of people played in on consoles, mind you. I'd say the top 5 would be something like Doom 2, Half-Life, Half-Life 2, and then Bethesda game. Actually Beth games are probably only second to Doom 2. Maybe not even second.

I don't think that's worth considering in context. People weren't modding a modified quake engine, people were modding Half-Life. The damn thing even had an option in menu for mods, just pick from the list and activate it. Good stuff.
