So then the ISP does not need to raise its prices but any type of internet based business would need to pony up the cash which they will then pass the cost off to their customers.

So ISPs can try to pass themselves off as not being the bad guys since they will not be ones raising their prices since they will instead indirectly be forcing others to raise their prices to pay the ISP to not throttle their shit.

This isn't even close to true. Network Neutrality means all networks are treated with the same priority no matter how large or small they are. Google, Netflix, and Facebook exploit this because despite hogging the most traffic, they pay the same rates as people barely using anything.

The bad aspect is that giant monolithic ISPs have the ability to shut out content by denying access to that service. They've already done it before, such as Skype as Verizon, since Verizon saw it as a competitor. Both ways, the consumer is fucked. Why? Because the government basically created monopolies of twoish providers per city, meaning you have no alternatives if they do start to shut you out. That's not what stopped them. What stopped them was the way the established ISPs have completely taken over entire regions, established gigantic barriers to entry (to the already high-cost barrier newcomers face), and actively fight up-and-coming ISPs.
If an upstart ISP tries to break into the market where Comcast is the local monopoly, they'll simply start price dumping to kill your business, and tangle you up in a light-year of local regulatory red tape while cock-blocking your feeble attempts to build new infrastructure.

It's the reality of monopolies, they will not allow competition to exist. Competition is a threat to a monopoly, and it must be destroyed.
The "free market" cannot fix an established monopoly, only government regulation can. And it's the few cases where I agree with government intervention.

They could even restrict your ability to communicate with people they don't like via email or voip. What this means is that your have a completely backwards understanding of Net Neutrality. Government protection will PROTECT your free speech over the internet and PROTECT your ability to use the internet in anyway you wish.

The problem here is that federal legislation needs to be made either to force ISPs to dissolve their monopolies, or to become benefactors to the people and operate as public utilities like water and electricity.
