Well, no. It wouldn't be able to replicate organic sounds well at all. The YM2612 was really good at making fat, crisp electronic beats but sucked for anything closer to orchestral sound. If you want to see SNES games made by competent devs, check out stuff like Wild guns or Gundam W Endless Duel.

Anyway, responding to OP: thankfully I was an idort back in the 90s, console wars are silly. It's all up to the devs, not the systems. Both systems have pretty good libraries. It was the best generation for video games.

The SNES is sampler with low quality samples while the Genesis soundchip is an actual FM synthesizer so you get much better quality on the Genesis while the SNES can make any sound although with very low quality. Because of that the SNES excelled in orchestral soundtracks because of the variety of instrument samples you could have on that soundchip while the Genesis excelled in raw, gritty heavy and metallic music because that's what you get from a quality FM synthesizer. In terms of sheer quality of sound the Genesis comes on top and in terms of variety of instruments and sound design the SNES comes on top, you could say both are good at what they do and none are better than the other but personally I think the Genesis got the best of the deal.

The SNES had a few good soundtracks here and there but none of them comes even close to the best soundtracks on the SNES.

It's pretty hard to hate anything about the DKC soundtracks, but while the music in Plok is really good(as expected by Tim Follin) the quality is pretty poor. Especially the toms and kick sound pretty bad.
As for Dracula X, I genuinely think it would have sounded better on the Genesis, save for some of the strings. But, since the main melody is synthesized I don't think it would have changed much to switch the strings to sound more electronic.
The funky intro would have sounded amazing with some more meat to it.
