Small power companies growing is a fantasy. You dont have and wont get an alternative electric company because the regulations/property interests/initial investment to install power infrastructure are incredibly complicated and expensive to overcome, so you'll never get funding. Even if you did, the standing monopoly can permanently stonewall a fledgling company by lobbying local government and property owners, or just flat out kill it in a price war. You could mandate that multiple ISPs share the same infrastructure, but splitting the pipeline is massively inefficient and will reduce quality of service (think turning your lights off when you want to watch tv). So unless you have regulatory protection, you're forced to sit there and get skullfucked by jews.

In the early days The internet came through the copper cables that were practically everywhere so it was easier for an ISP to start up allowing competition. Once Fibre kicked off and big ISP companies were funded to lay down the lines which gave the select few ISP's full control.
