Horror is alive and well but it usually is done by indies and they often go for those walking simulators for their games. I think good horror games need some difficulty to create a sense of tension and urgency. Something that goes contradictory to what a lot of developers like to do these days which is to empower the player as much as possible so that they feel special and awesome. So this is why we don't get much horror games.
First of all, not too many jumpscares, just a few, and make them well placed.
Don't give me a chance to fight back, this just reduces the horror. Instead of fear I'll be observing the best way to react against the next enemy that appears and making up strategies. I should be thinking about the horror, not the beat-down.
Use scary enemy design. Make them twitch, for example, mess up their eyes.
From here on it depends on the game's style really, so advice would get pretty specific.
