That is the cover of IV, yes. It's not necessarily the best one, but it probably has the best soundtrack, the DDS games are a close contender though, and IV:A, which is a sequel to IV, definitely has the best combat. IV is worth playing too though, it's not without its issue, but ti does some really cool things.

On the 1994 cover the faces are all distinct from one another, they are expressing different emotions, and it looks like a real struggle is going on since the main doomguy is about to be fireballed or at least overwhelmed.
In the new one the doomguy is triumphant against all odds, and everyone has the same expression. It's complex, but generic.

I did try to do one for the HD Collection, but it's still not really the same as having a full cohesive art cover. You could split Legacy Collection into HD and MGS4, since MGS4 is on its own disc.
It would probably work out better if I could find a good art asset that works as a 'neutral' representation of the whole series, like the one they used for the HD Collection Limited Edition. Just can't find that piece by itself, though, otherwise I'd use it for HD/Legacy.

If you're doing that, I'd suggest finding the Essential Collection. It's pretty much the style I based my customs on except official, and it's the original PS1/PS2 versions of the games.
The MGS2 and 3 are Substance and Subsistence in this set, but MGS3 is missing the second disc. Seek out someone selling just Subsistence disc 2 on eBay or something. Worth it for the extras and Snake vs. Monkey.
