I blame games like The last of us.
There is no punishment from dying other than starting over from the last check point. It really takes the survival factors out of horror games and make them pretty boring.

I remember finding the original thread on SomethingAwful and watching it grow from just a creepy thing into something that was given form and life by our knowledge of it
Had me terrified for years, then that game came out, now it's been casualized to all fuck and any horror in the concept is gone

Same reasons movies do. Niche genre, people want to have fun over legit scared so horror becomes toothless. Atmosphere and tension are to subtle for casuals so jumpscares are required. And even when dispite all of this, a legit good horror movie/game comes out, no one watches dooming it.

severe consequences is a terrible idea in a game, it only works if the player is both good enough to die while also bad enough to feel tense

There really doesn't really even need to be a severe consequence for dying. This wouldn't work with the last of us since its more story driven, but zombie u had decent mechanic where you would loose your stuff and character after death and would have to go get it back. didn't make the game good, but at least it tried something.

As much as I love RE4 It's really where the downfall started. Not a bad action game, but not a true survival horror.

Resident evil 1 plays well with this idea.
There are limited saves, so you usually avoid saving unless you are stopping the game.
There is little ammo if you try to kill every zombie, cant afford to have a bad aim.
But in truth you can avoid nearly every enemy and there are far enough ink ribbons there.
The game seem to be hard and punishing for new comers, while it isnt.

Don't you mean the other way anon?
If you're not good enough to survive till you start to feel tense you're just gonna get frustrated and bruteforce through the game (or drop it) with annoyance being the main emotion you feel.
You also need to be bad enough to be close to dying or there won't be much reason to feel scared.

Honestly the only way to save horror genre is to create an actual learning AI that actually tailors the experience to your skill level.

Its literally resident evil 1-3, except your character is by far the most powerful being in the entire island. It changes the feel of the game completely.

Silent hill 1 to 4 arent hard in the slightest, allow combat, and arent punishing. And yet are considered some of the best horror games out there because of the amazing atmosphere.
