I adore all Lord of the Rings mods, and the total war conversions have always been among my favorite.
It would break my heart if there is no campaign for Rise of Mordor, though it would be understandable considering hard engine limitations.

At the least I'm guaranteed my glorious Gondor army.

Armada 2 lasted for nearly a decade before kicking it. There might be a handful of guys active though.
High Stakes as well had a decent stream of new cars until about end of 2015.
Battlefield 2 was carried on the shoulders of Forgotten Hope and Project Reality.
Generals/Zero Hour has a few mods active, mainly Rise of the Reds.
Freelancer still has Discovery.
There is a guy doing a HD update for Morrowind.
