Paladins are traditionally knight-like. Knights are traditionally strong. It's just a rpg tradition that everyone likes the way it is.
I'm sure you could do a dex paladin with light armor and a holy spear or something, but without the ability to "DEUS VULT HERETIC" crusader roleplay it takes away at least half of the fun of playing paladin. Because also traditionally, paladins are always really boring to play.
