Both, or rather they have the potential to be both. Like theatre, film, pop albums, comic books, novels and more. Not all entertainment is art and not all art is entertaining.

It's what you want it to be, and in the end the question doesn't matter anyway because Art has lost all meaning. Music is art, visual design is art, but when you put them in a game it's somehow not art? I mean shit man, look at your modern day hip-hop artists and their electronic trash, that somehow has artistic merit. But something like the NieR OST has no artistic merit because it's from a video game?

Again though, it doesn't matter. The only people who are desperate to push video games as an art form do not belong in the industry as the best games ever created were more concerned with being a well made game that pushed gameplay boundaries to new heights.

Video games are the medium. They're no more art than a canvas, or a typewriter/television/block of clay/corpse/musical-instrument is.

There is art to be found within them, and amazing stories, and wonderful music, and experiences that defy a simple explanation. Video games are a great vessel for art and can communicate great art to people, but they are a museum rather than a work of art in and of themselves.
