Almost all jrpg's have a respective titcow or two really. It's not much of an issue regardless since it's merely a unique design choice for one character. there are plenty of other less pandering distractions which contributes to the overall value of the game

Well gee lets see, for one Xenogears was made in the 90's when Japan had better writers and was still drawing on influences from across the globe rather than just the domestic Japanese market and modern anime tropes.
Also more people were playing video games at the time or at least a different generation of them with different tastes.

Nowadays not so much and as Japan's taste further and further regresses and homogenizes with the current generational follow through they're essentially forced to adapt to this modern moe style and more simplistic themes and such. Modern Japan doesn't want games like Xenogears anymore that I can tell and the people that might are too busy working and raising families or whatever to play games anymore.

Basically Japanese games have been forced to fall back on the one audience that kind of still buys this stuff and has time to play console games....NEETs and moe fans. I mean granted they could go for a global scale appeal but they barely get the global market anymore anyway cause I'm pretty sure they haven't done any actual research outside of the Japanese one in years and just seem to think of it as a lost cause even when it's clearly not and practically singlehandidly keeping their console scene alive through at least this generation
