I'll explain this for the rest of you fags since nobody ever gets it. Vivec and friends didn't achieve CHIM, they got straight up godhood when they used the Heart to manipulate reality. They became aware of CHIM but could not achieve it because of their godhood (?), so Vivec tried to indirectly educate mortals about CHIM (since telling them straight up is more likely to cause them to zero-sum).

Hlaalu is my house of the Vvardenfell ones. Redoran are a bunch of impulsive childish assholes who don't care about what is going on around them because they're too busy stabbing each other in the dicks for kicks. Telvanni are so fucked up on dugs, potions and magic that they wouldn't have a clue what's going on around them if they tried. Hlaalu are the closest thing to being sensible. No wonder their insignia is a set of scales. It's not a jew thing. It's balance and stability.
