Well the way it works with Chelsea is that whenever she activates Vermilion Lord the screen freezes for a few moments. Now you might think that she's stopping time but that's not the case since your inputs still go through and if you were running to the right pre-freeze you will find yourself at the right end of the room when movement returns.

Yeah Vermilion Lord doesn't really do any favours to Chelsea. Personally I think that phase is the easiest one of the fight.
