What's the alternative, keeping the existence of expansions secret until it's time for them to come out, or just not offering pre-orders?

It's painfully obvious to anybody that they're cutting content from the base game and packing it in expansions, as opposed to shipping a complete game, and then offering expansions after that.

If you're going to have people pay a big premium upfront you can at least offer them all the expansions, not just 1 and 2.
