Why is 2 always the best one?

A lot of those are significantly worse than the first.

Because the developer learns from the first game. They try to improve the aspects people disliked and avoid changing the aspects people liked.

3 is usually (but not always) bad because the developer gets overconfident and/or the publisher makes them do it as a cash grab.
