Soldier has random crits so I'd imagine he'd win. Remove crits then Pharah might win due to her ability to stay airborne without rocket jumping.

Having a secondary weapon automatically makes soldier win no matter what he picks

>Soldier can self heal if he has Conch
>Soldier can have 20 more health with Backup
>Soldier can have hitscan with shotgun
>Soldier can spammable raybeams with Bison
>Soldier can rocketjump circles around her with the gunboots

Hell because she moves so slow in the air, a soldier could easily beat her with a Jumper+Garden set.

Pharah wouldn't even be able to hit a Soldier that's gud at rocket jumping.
