Gonna break up the AoC and Expansion civs.

>Spear Line
Byzantines, 25% cheaper but no Blast Furnace
Goths, 33% cheaper but no Plate Mail, +20% faster team Barracks production, Perfusion for further retarded production rates
Japanese, +25% attack speed is great considering the high reload time the unit has
Celts, 15% speed boost at any stage in the game to help chase or close gaps, better than Squires
Vikings, +20% HP Pikemen which are technically more resilient than Halbs
Aztec Garland Wars is basically an offset for the lack of Halberdier

Burmese, +1 attack per age for all infantry
Ethiopians, free Pikemen and Halberdier upgrades
Malians, +1 pierce armor per age from Feudal but no Blast Furnace or Halberdier
Slavs, Druzhina grants all infantry +5 area of effect attack against adjacent units

>Skirmisher Line
Britons, +20% faster team Archery production
Byzantines, 25% cheaper

Aztec unique CA tech in expansions gives Skirms +1 attack/range
Berbers, Genitour team bonus unit is effectively a mounted skirmisher, but cannot benefit from Parthian Tactics
Incas, unique CA tech is no minimum range
Vietnamese, bulkier archers overall, Imperial Skirmisher team bonus

>Scout Line
Huns, +20% faster team Stable production
Turks, free upgrades upon advancing
Mongols bonus HP to Light Cav/Hussar is effectively compensation for no Plate Barding Armor

Berbers, 15/20% cheaper in Castle/Imperial
Burmese, unique IA tech grants bonus damage vs buildings, half it blockable by the building upgrades
Malians, unique IA tech grants +5 cavalry attack includes Light Cavalry
Magyars, 10% cheaper, free attack upgrades, similar unique unit can cost no gold after tech
Franks HP bonus to Knights was extended to all cavalry, not quite enough to compensate for the lack of Bloodlines though it is effective from the Dark Age

Spanish gets an honourable mention as they have the most upgrades for all trash units (& regular units + buildings too).

byzantines have cheap halberdier's and skirms. If they have a vietnamise ally they have the cheapest imperial skirmisher

turks have a super buff genitour with a berber ally and hussars with all upgrades but are the only civ to get stuck with regular skirmishers and spearmen

It is indeed one of the worst, but I'd say the ability to only take one point of damage from any trash unit in the game is pretty impressive. That's before expansions, but the odds of facing a civ with units that can do two points per attack are still fairly low depending on the game setup, and thankfully the UU doesn't always define the civilization

Oh shit forgot to mention, Malay from the Rajas xpack get a unique IA tech that makes the Militia line cost no gold, the catch being it only goes up to Two-Handed Swordsmen. So it basically becomes a general purpose trash unit that's harder to counter with generic FU trash itself.

Scout line is considered trash? I thought that classification went to camels because 1. They exclusively counter cav and 2. they get a reduced price with the Byzantines, which implies they're trash

A trash unit costs no gold. Scouts don't cost gold. That's good when the endgame economies resort to extensive woodcutting and farming when all the mines run dry and there's no trade. Or Portuguese Feitorias, but they're situational.

Despite being a hard counter to cavalry, Camels cost gold. But that's because they're good at what they do, more so than Halbs. Byzantines get a discount on them since they're a hard counter, not necessarily trash.

Byzantines get reduced camels because as skirms/camels/spears can be used to react to enemy attacks by pumping out counter units and therefore aids playing defensively, which works well alongside the Byzantines other defensive bonuses.
