Even if you ignore the ass fixation (considering she's one of the most full-bodied women on the roster), Rainbow Mika has several things going for her.
For one, she is Street Fighter's representative for joshi puroresu (Japanese women's pro wrestling), which has a long and storied history. Women's wrestling in Japan is taken seriously, not like the "divas" or "knockouts" you see in other countries; they have legit skill.
For another, she's a returning fan favorite from Street Fighter Alpha 3, which is impressive considering she had THE WORST movelist in that game. They brought her back for SFV and completely revamped her, and now she's a fan favorite character who is also viable.
As others have mentioned, R. Mika's personality has its own appeal as well. She's the most energetic woman on the roster, she adores Zangief, and her Flying Peach attacks have appeal. Being voiced by JPN Naruto (or a soundalike) is its own charm point.
