Why do we have so few noir cyberpunk detective mysteries?

I could do with more noir detective murder mysteries in general. We only have Wolf Among Us and L.A. Noire

because detective mysteries implies the player will have to think and that doesn't market so well these days

What comes to mind is that cyberpunk requires a lot of work to create convincing, well-done atmosphere, and detective stories require a lot of talent and planning to do well.

Combine the two, and from a development POV, cyberpunk noir is more trouble than It's worth, making games of them rare, leave alone good ones.
