So this is the power of a casual. Baton is a one hit KO from behind if you actually invest points in melee weapons, which if you plan on playing non-lethally, you would do at the start of the game. Tranq is used when you can't get a clear shot of the enemy from behind or they spot you. You hit them with the tranq, and then you knock them out with the baton from behind.
