Cavalry is just too damn good, and siege weapons aren't necessary when you can just have +2 cav units instead.

It adds the strategic choice of keeping some culture techs on 1 turn to complete, so you can quickly switch in the upgrade discount, or the initial city state emissary bonus, or worker charges, use them and swap them out.
I love swapping in the worker charge one, buying 4-5 workers, and swapping it out, all in 2 turns since I kept 2 culture techs I don't urgently need at a turn to completion.
