Probably because you're playing it vanilla. There's no reason not to use a massive overhaul that fixes the level scaling and another that fixes the repetitive landscape. Before you get autistic about keeping all the content the same to maintain the artistic vision, remember that you're talking about fucking Oblivion so there's nothing to maintain in the first place.

But holy fuck is Oblivion another level of awful. Anybody complaining about modern open-world games being empty or soulless will find everything bad about the genre amplified 100 times here.

It's a fucking disgrace that no other developer has made an RPG like the Elder Scrolls where you can just make a character of your own and fuck around doing some quests and explore in a big world.
Not even the Witcher seems to fill that niche (that is still popular, seeing how well TES games sell), because while you obviously have choices, you still play a pre-existing character.

Just started replaying this the other day and yes it's boring as fuck. I got steel armor 10 minutes out of the sewer and beat the whole arena in like 2 hours now I'm almost max stats yet some reason still do the same damage as level 1.
Also the combat is worse than skyrim

>Get 2-3 hits in
>Repeat
