He was planet sized before the Didact activated the halos. Then he was cut down to size. It stands to reason he would be the size he is now. Perhaps he a got a teeny bit bigger thanks to the covenant and humans running around Installation 05.

The campaign description for Quarantine Zone says the sentinels have been combating the flood there for a very long time, but if they had a gravemind to coordinate the hive mind instead of just feral flood, it would have not been a stalemate. The arrival of the humans and covenant is what allowed a gravemind to form.
