Im playing through it right now for the first time so no nostalgia and yes it is.

The quests are much more interesting than skyrim, the world is better (every city isnt filled with fucking nords) and the magic system is much much better with custom spells.

The best way to describe it is "charming". It fails to build on previous lore, doesn't match the story of Morrowind, and only makes a poor attempt to revise the combat system. It's stat system is also woeful for an RPG. However, it's general silliness (some of the quests are laugh out loud funny at times with their ridiculousness, or just generally very fun to go through), hammy cast, excellent music and comfy surroundings make it a game that I enjoy playing. I'm under no illusion that, gameplay and story wise, it's mediocre, but that doesn't detract from what is a pleasurable, immersive experience that often makes me grin or even chuckle at times.

The unintentional comedy and parodies are honestly pretty much the only good thing about Elder Scrolls games. All quests boil down to "go to place x and fetch/kill y" (as in all open world games really) and all the freedom boils down to the freedom to choose the order of these dull quests. And of course the fighting mechanics are garbage. But the comedy is funny enough to make the games worthwhile.

You can strip down a lot of games to this goal. The real problem about these kinds of quests in modern games is how that many of these only offer one real approach to the problem, and dungeons in Skyrim especially come to mind.

Exactly, which is why I'm very jaded about the idea of games trying to be "open-ended". Even in the best case scenario (like some better quests of Oblivion) the "open-endedness" of quests feels like the "open-endedness" of visual novels and "choose your adventure" books. You've got some alternative chapters to choose from but that's it. There's not this complex interplay of different choices you make or making things happen the game designers didn't even think of. There has to be some radical advancement in AI for the player to have any real autonomy. Which I is why I currently prefer the games that cut out all the bullshit and focus literally only on the fighting, which much more interesting fighting mechanics than in any Elder Scrolls.
