Disregarding solo passion projects, you need to think about the money in a more corporate manner. How much work is 700 dollaridoos going to get done? That's a programmer salary for a week. Now you need to ask yourself can a single programmer finish a game in a week? Not to mention they would need writers, artists, designers, PR, marketing etc.

If you check their youtube they recently moved to a new location and have about a dozen of people currently working on the game.
And surely with a certain budget you are not going to hire the most expensive coder/programmer around no
I have not seen anything related to dual universe since they were called out for buying pre-made assets for their reveal trailer with the tagline "this was all made in-game"
