Are there any well done cities which actually feel alive, rather than just acting as a background for whatever you as the character are doing?

In all honesty the city of Whiterun in Skyrim was pretty well done. I honestly felt like I was there unlike many of the boring cities and towns in ugly ass oblivion and shitty graphic morrowind

There are some times in GTAV when walking around Los Santos that, despite all the people in the world acting like the reality tv versions of themselves, it's really fucking alive.

Surprisingly, I would say that it does feel alive, at least the places where you find NPCs huddled together for safety. Like that one older guy with the kids in Old Town.

Golem City from Deus Ex Mankind Divided was good. But it should have been a completely separate hub, rather than just one area for a story mission.

I'd say both Los Santos and the cities from The Witcher 3 felt alive. Although when people repeated the same stupid conversations in The Witcher 3 it got annoying fast.
