Gaming at 4K 30fps is very easy on PC. GTX 1060 and any i5/ryzen5+ cpu would do the job.
4K 60fps with good visual settings needs a lot more, such as a GTX 1080ti.

I feel like that's wrong. LI even states that even at it's most expensive, monstrous setup, you won't be running BF4/Crysis 3 at 4k, only 1440p, but it also doesn't say the frame rate you'd be hitting, but i assume it's why past 60.

People always seem to forget that console games run 30 fps on the equivalent of low/mid PC settings. If your standards are that low then 4K is quite easily achieved on PC as well.

No. No they don't. Especially when you turn off some of the more ludicrous options like 8xmsaa or ultra shadows (no difference between high or ultra but a massive fps cost usually).

The only games that I've come across that I can't run at 4k with nearly everything on max is Rise of the tomb raider and the latest deus ex game which runs like hot garbage across the board. Maybe syndicate as well.

Also I already had a beastly setup for 1080p before I switched over to 4k so the cost for me was below 1k.
