It works in games like MGR because Senator Armstrong was a completely over the top and zany character, and the game knew that. The story and motivations were simply context for the gameplay. It doesn't work in the context that you're giving because you're turning the characters fallacy into a positive. The point of the character, I'm assuming, is that he's a villain who doesn't think he's a villain. Not out of lunacy or personal grudges, but because he legitimately believes he's doing good for the common man, and therefore cannot see how his actions harm and maim society.

He's an interesting character, but he is a villain. Batman doesn't believe in causing chaos, I don't give a shit about Itachi, and from what I've seen Snape is more like an undercover agent who didn't agree with what he was doing but understood it be necessary.
