Actually, Capcom seems to tolerate fangames pretty well. They hosted the Street Fighter vs Megaman fangame on their official servers and whatnot. Dunno how MegaMaker would fare, though. SFxMM was pre-approved, dunno about Maker.

Powered Up before it did, and while limited it was actually pretty good.

This is literally a free Megaman game that allows you to make free Megaman games. If Capcom ever wants to release Megaman 11 they need to either buy these people up or shut it down.

It was cancelled before Legends 3.

At the time nobody cared (and in fact most were happy Universe got cancelled) because the vast majority of the fanbase hated Universe and were too busy jerking off about Rockman Online.

It was only after Legends 3 and Rockman Online were also cancelled people started to care about Universe.
