You might have to get used to Yusuke's pitch of his voice being a complete 180 to the sub but it works. Actually ends up being one of my favs. The dub isn't perfect though. there are some terrible performances namely from Haru. Makoto and Futaba are mixed bags.

This is partly the writing, I feel. Morgana sub way of talking using archaic words serves the purpose of portraying him being self-absorbed yet slightly out of touch. Whereas in English the writing turned him more cocky and arrogant.

Budget/time, for the most part. They're clearly capable of doing that as proven by the in-engine cutscenes used for moments like the Persona awakenings where the camera movements and animations are presumably done completely "manually", but the time/money required to do every single scene in the game like that would be insane by Atlus' standards and overkill for scenes that mostly just involve people standing around and talking, so it makes more sense to use static camera angles, "canned" animations, and 2D portraits/cut-ins for most story scenes.
