Most of that stuff is Zbrush + Substance Designer, while DICE is all base on photoscanning.

Without a proper source (i.e. a real environment) DICE couldn't achieve that level of detail.

It's actually fun, a lot of the time I find it tends to feel like what MGSV was trying to be. A big open world tactical stealth shooter with plenty of things to do on the map. You have like 20 cartel bosses you need to hunt down and kill/capture across the map and you can tackle them in any order you like, the entire map is open to you from the first mission and from there it's up to you to try and find each boss (by interrogating people, speaking to locals and hacking computers/reading documents in enemy outposts) until you get the intel you need to start a chain of missions to kill each boss.

On the side you'll be collecting resources by stealing and ambushing enemy helicopters and convoys to get upgrades for yourself, your weapons and your squad. You'll be hunting for weapons and weapon parts all over the map. You'll be upgrading your "abilities" you have like calling in friendly rebels to help in combat or spawning a variety of vehicles for you to use. This post is getting too long but the point is there's a lot of stuff for you to do and I can't fit it all in one post.

There's lots of different environments on the map which really forces you to change the way you play quite regularly too, the map is just a fucking joy to explore.

The destruction is cool in the Frostbite engine, but apart from that? You can't pick up objects, or interact with other aspects of the map.

It's basically "shoot on that wall with an explosive, trigger a destruction, end of story".

While in Half-Life 2 for example, you could grab whatever you wanted on the map. There's a hole in a staircase and you can't go through? No problem, just pick a wooden plank and put it there to walk on it.

Niet, when you go into screenshot modes for UC4 and Horizon they up the AA, LoD, textures, and everything else to make it look like a "Bullshot".

When in motion the games look substantially worse, certainly not terrible, but nothing like the screenshots in order to keep it running. Lots of blur and fog / smokes and mirrors to distract the player from lower graphical fidelity.

Of course then it's all 20-30 FPS but that's a whole different thing. We've hit a point where lower level PCs can match the graphics while maintaining 60 FPS.

Will be decent cheap when the fucking miners die off too.

Marketing wasn't as developped back in the days. There were no youtubers advertising a game, no youtube ads, no facebook ads, not as many banners, and social media was only a niche thing.

The only way to get sales was to create a GOOD game, so we can safely assume that the quality of a game was directly proportional to its sales back in 2004.

It's called photogrammetry.
Basically you scout out a physical object you would like to digitize, and use a camera (preferably with a high dynamic range like a Nikon D810) to capture it from dozens of angles, and use those images to reconstruct the object in 3D space using a beefy computer.
You need perfectly even light, so outside you have to do it during an overcast day, inside you can make the lighting as soft as you want, but having a camera with 13-14 stops DR helps circumvent that limitation somewhat, as shadows and highlights can be compressed after the fact.
For stuff like plants and leaves, a blue screen is placed behind the plant and it's photographed with and without polarization, so that you can simultaneously capture its color, specularity and scattering properties.

The benefit of this is that you simultaneously get most relevant color data for the object as you capture it, so you not only have a finished object but also a realistic texture as well, although it has to be processed to remove all shadows and highlights from the base texture, as those will be reintroduced by the game engine itself. The hard part is being good enough at this process that you can reduce the incoming data to a manageable size for game purposes, as well as getting a good capture in the first place, and having the patience to capture these objects from many points in space, so it's by far not for everyone. Only big studios that can hire a dedicated photographer and scouting agency can pull this off.

A similar technique was used in the creation of Order 1886, where every texture was scanned multiple times by a camera, with varying lighting direction between shots. This technique allows a computer to fully deconstruct a surface into its component parts, so that when the game engine re-assembles the texture, it looks photo-realistic under any lighting situation and from any angle.

It's one thing to get realistic textures, but to bring back the lighting under which they were captured, HDRI captures of the environments are also made, which is basically a panorama of the environment shot in HDR, and the data from this image is used as the lighting source for the in-game content itself. So rather than placing artificial lights in the scene to simulate when it might have been lit like, you literally use the place you where at to light the scene naturally. Since each HDRI can only light an object realistically from the specific point in space which it was captured in, multiple HDRIs are captured over a wide area and blended in-game based on, for example, the player's proximity to each one. Due to the fuzzy nature of lighting, you can generally get away with not having to be too extreme with making sure the light angles are accurate at each position.

I also forgot to mention that while HDRIs are useful for ambient shading, "hard" lighting, like the sun at noon or anything else which may cast a hard shadow still has to be done with tradition lighting means, so often the lighting result of an HDRI is mixed with an in-game simulated sun to actually generate specular shading and shadows, otherwise things look flat and bland.
